Win2K Prof. & Microsoft Photo Editor

I am currently setting up users in Win2K Prof. with User Profiles. Whenever someone with User rights trys to open a JPEG the Photo Editor will not open. Gives error, “Not able to edit information in the registry”. Why is a someone with User rights unable to use the Photo editor and is there a work around that anybody know of…. thanks
