Win2K restarts at bootup!

Fresh install of win 2000, restarts at the “windows is starting up” box. If it gets to the “windows is loading your personal profiles” box it’s fine, but sometimes it will get stuck in a loop and never load. We have tried doing a windows repair, changing memory, and have all the updated drivers. We will, as a last resort, reload windows, but do not want to, due to customers software. Do you think this could be a video problem?
