Win2K server DC backup and restore

i have a problem in windows 2000 backup and restore …… it is as follows:
– i have one DC on my network ….
– i made “system state backup” to backup AD and related files…
– i tried to restore that backup on blank (clean … no DC on it) win2000 server machine using authoritative restore ……..
– all OK …. but …. some programs shortcuts are missing from Administrative Tools menu ……… also ……… i can not edit the group policy and i recieved message saying “your PDC is not available” ………

please give a solution for this ……..
