Win2K shutdown question

I have noticed on a couple Win2K servers that if I choose shutdown throught the Start menu, the box will completely power down, but if I do it through a service or command, like through the tsshtdn command called in a batch file, or if a shutdown command is sent from UPS software, the server goes to the “It is now safe to shut down…” screen. Anybody know how to remedy this?
