Win2kPro/Office97 response

When opening Word, Excel, or Outlook 97 (under win2kpro), there is a time lag during which no disk activity and no CPU activity occurs. The win/temp folders have been cleared out as well as the temp internet files folders.

What could be going on here, and how can the time lag be eradicated?
