Win95/98 networking

I’m running a LAN ethernet network on 12 PCs sharing folders and printers. Some PCs are running Win95 and some Win98 and also using terminal emulation programs (Hotkey, PCU and CRT) to access an accounting program on a Unix server. 5 users are in Sales and the others are in Admin.
One workgroup is setup giving users certain privileges.
Is it possible to have 2(two) network workgroup (eg. Sales and Admin) and have some access both workgroups and some access only their own workgroup.
How is this setup ?
