Win95/IE5.0 annoyance

I have a user with an annoying problem I can’t solve. For some time now when he opens IE5.0 maximized it is shifted to the bottom right so as almost half the open Window is unviewable. I have reinstalled IE5 took the norton utility to the registry and reinstalled the video driver and nothing worked. I can tile the window and extend it so it is a full screen view but I am curious as hell as to how to fix this. If anyone has a clue please let me know.
