win95 message on desktop on bootup

win95b/IBM133,96mb, When booting up and desktop
appears ,popup message reads “Windows is now setting up the following items” just before loading systray items and defaulting to the same desktop bmp irregardless of what was set up previous to last shutdown. Unable to find cause of this strange behavior.
