Win95 no Start. “Protection Error”

Installed “QuickBooks Trial Version”. Yes, I know never install Trial Versions.
Two computers on Network Adapter.
Cannot reinstall Windows
a) Simple re-install fails EXPLORER.EXE linked to missing SHLWAPI.DLL:SHRegGetusva/ueA.

b) Renamed C:\Windows C:\Windows1 and tried New Install.
Still found Registry, ie added C:\Windows1 to PATH.
Keeps asking for COM1 LPT1 and sems to know about a Network Laptop!
All OK until “Starting Windows for 1st Time” then Hangs on Searching for new Hardware. Cannot seem to find CD Rom that actually is “F”, C and D are this PC’s Hard Drives. E is God Knows. “F” should be CD ROM but it just stops. Mouse and HourGlass Flicker together at amazing speed and nothing judst sits there

Ctl-alt-del show active tasks BLANK. Power Off and repeat this cycle over and over again.
