Win95 taskbar

One of our WIN95 computers stopped displaying opened/minimized programs on the taskbar. When a program is opened and you minimize it, the program does not appear on the taskbar. Can you please tell me what I need to do to the computer to show all opened/minimized programs on taskbar again?

Always on top and show clock is selected in taskbar properties.
