Win95 Wallpaper won’t stick!

Can anyone tell me how I can stop an unknown startup process that replaces the win.ini file with a reserved copy. I wish to display a particular .bmp image. I do the following: I set the wallpaper in the display properties dialog box. The image will display for the duration of the session, but when the system is restarted, the default plain background reappears. I have also tried to edit the wallpaper entry in win.ini which reads wallpaper=(NONE) to wallpaper=C:\filename.bmp. When the system is restarted the entry returns to wallpaper=(NONE).

What is causing this? Can anyone help?
