Win95c Shutdown Problem

A while back I heard that Win95 had a shutdown probably where it presented the Win95 screen logo but hung there and never shutdown. I heard there was a file download to fix it, can I still do that OR is there a way to fix this short of renistalling W95(as far as the ‘c’ part in WIN95c, that is waht is on the title bars of the windows)?
