Win98 install on laptop

I’m trying to install Win98 on Compaq 1235 laptop,
Pentium 266, 64 MB RAM, 4 GB HD. Windows installs and then when it restarts, it gives error: cannot
find vmm32.vxd and it can’t load windows. I tested RAM with memtester86 and checks ok. I scanned HD and it checks. The system is not running hot and the power supply is good.
What am I missing? I can get it going in safe mode but it takes about 3 minutes to load up.
Any suggestions?
