WIN98 Laptops and RAS

I have a Windows 2000 server with a Perle PCI-RAS 8 port modem installed. I have not been able to get any laptops with WIN98 as the OS to connect with Dial up Networking. All other laptops and home desktops with NT4, Win2000, and XP seem ta always connect. Any Ideas?
