Win98 login security & user priveleges

G’Day.

Can I make a stand-alone Win98 Laptop secure to unauthorised logins? ie. Can’t press ‘cancel’ to load the desktop without logging in as an identified user.

Also, can I restrict user priveleges, such folder modify/access restrictions for Win98?

A pointer to an article that covers these would be great.
