Win98 Logon security

Is it possible to lockout unauthorized user
during boot up, with Win98se? I know you can
password lock your screen saver. On W2k the
cancel button is greyed out, allowing user
name and password or your not getting in.
Is this possible with Win98 and Client for
Microsoft Networks? Iv’e tried Poledit, but
I did not see this option. Any Advice??
