Win98 PC takes an age to shutdown

When doing a shutdown the PC sticks on a black screen with a cursor flashing in the top left hand corner. After 5 mins you hear the printer shutdown and the PC switches itself off. If you hit the poweroff button while the black screen is up it does a checkdisk next time you reboot.
