win98 SE will not re-start properly

When clicking ‘Restart’ instead of shutting down. my computer shuts down but not completely. I get a blank screen. Control-Alt-Delete does not re-start Windows. I have to press the Power button, it then shuts down. I have to re-press the power button and it would then start up, but I always get Scandisk going with the usual “Windows did not shut down properly … etc ‘ and “Scandisk is checking Drives for errors”

I have applied the Windows98SE sutdown update to no avail.

Is there a fix?
