Win98 Shell in Win2000/XP

I read recently that there is a utility/program where by it allows you to run a Windows 98 Shell from within Windows 2000 or Windows XP. We have a Database program here Called Magic and it is such an old program that we can only get it to run on Win98Se but no higher? If anyone requires any further information, please contact me as this is extremely important that I get this to work somehow or other, as it is preventing us from moving from Windows 98SE as an operating system.
