Win98 Start menu scrolling option.

I have a user that has Windows 98 and up until recently he was able to scroll through the programs menu on his start button. Now it lists the programs across the screen. This user has an unnatural amount of prgrams and shortcuts on his computer and when the list goes across his machine he cannot see all the programs. I found a registry hack to get it to do that but not to go the other way. Any suggestions??
