Win98 Taskbar missing Running Apps.

I just did a clean install of Win98se on a dell t500, P3-500 with 384Mb ram 30Gb hdd. Anyway, once the install was complete and I reloaded the Office XP apps etc, I have no running Apps shoing on the taskbar (except for the clock,task sched, etc. I have Norton AV ’02 No viruses detected. Any Ideas?
