Win98,IE.5.5 Can’t get by ISP Signup

I have a new notebook that when I click in IE5.5, it goes to a page called ISP Signup and offers me to sign up with AT&T or AOL. I’m on a network and do not want to sign up with anyone, but if I hit cancel, it quits out and does not continue with IE. My guess is that the IEAK was used to tailor this, but I can’t figure out how to get around this. I’ve tried installing IE5.5SP1, but the link or script that is running still remains.

Any ideas? There must be a registry hack or something that I can do. Is their a HTM file that gets fired off or something like that?
