Win98SE adding a NTFS drive and converting to FAT32

I need to add a third drive to a Win98SE system. The drive has an NTFS partition for the whole disk. Win98 Fdisk recognises the disk but will not allocate a drive number so I can reformat the drive as FAT32.it pretends to allow me to delete the partition and will verify the drive as a fat32 but loses the info on reboot.

Any ideas as to how I might convert it?

98NTFS utilty which was reputed to do this is no longer available as far as I can see in hours of searching.
