Win98se can’t add file and print sharing

In my network properties, I don’t have the file and print sharing button and it won’t let me add it trough; add, service, file and printer sharing. It says “system policies do not allow adding the selected device.”
I have not messed with any system policies, I noticed this error when I went to add a network printer, and it didn’t work, then I went into network properties and noticed I didn’t have file and printer sharing installed and I tried to add it, then that is when I seen the system policy thing.
I have reinstalled my network stuff and reinstalled windows saving windows settings thinking it may be a corrupted file, but nope.
