Win98se / Network Neighbourhood

I am looking for a registry tweak to remove (preferably) or disable the Network Neighbourhood on certain clients in my network. Some users are hogging my bandwith with browsing machines to wich they do not have access. The NT tweak :hkey/current user/software/microsoft/explorer Dword NoEntireNetwork=1 does not work under win98se. Any suggestions anyone?
