Win98SE network problems

I am having the problem described in Knowledge Base Article Q272991 except the problem is on a Windows 98SE machine, and the patch will not run on a machine that is not Windows ME. The pc can get an IP address and all the correct information from our DHCP server. It can even ping other nodes on the network by IP. When you try to enter an IP address into a web browser it brings up an error saying the page cannot be displayed. If you try to telnet to an IP address it gives an error saying it could not open a connection to that IP. When I ping by FQDN it gives me an error message saying “unknown host.” I have reinstalled TCP/IP and Win98SE. I have done everything that I know of short of formatting this PC which is not an option in thissituation. Please help me!
