Win98SE Scandisk Error in Safe Mode

I have been unable to run scandisk, even in Safe Mode for some time. I thought it was a bad hard drive so replaced that. But now am thinking it might be the Promise Ultra66 ATA controller.
Scandisk barely starts and I get:
A fatal exception 0E has occurred at 0028:C00078C0 in VXD VMM (01) + 000068C0.
