Win98SE Startup Problem: C:> Displays

I am running Windows 98SE on a home PC (Intel Celeron 533 Mhz/128k/30GB DMA hard drive/128MB SDRAM/56K modem). On startup, a black screen appears showing only: c:>. When I hit the space bar the system will boot up. I have reinstalled my whole operating system, but this problem persists. I’ll appreciate any help.
