Win98SE Troubleshooting doesn’t work

The troubleshooting section in WIN98SE disappears when selecting a choice (ie troubleshoot memory problems). After I choose an option and press the “next” button, the the options/writing disappears and I have a white screen. Can anyone tell which cab file contains the Help section or do I need to re-install Win98?
