Win9x Compress File Voume

Is anyone out there who can help me please to decompress or xtract the Compress File volume from my computer? I have reformatted my local drive but it seems like I can’t get rid of the files that has been compressed in somehow. It doesn’t let me to install a new Operating System on to the drive until I decompressed the File Volume. What did I do wrong why my machine files went compressed? I did not even ask to compress the file.
