Windows 2000: Cleanmgr.exe hanging

When I run cleanmgr (with or without sage settings) it seems to hang at compressing old files and uses 99% of the processor. I’ve let it sit for 8 hours or so with no movement at all. I’ve also tried upping the priority of the process with no results. This happened before and after I updated to Sp2.
