Windows 2000 Dial up does not reset

I am connecting to a modem pool though a LAN. The Modem pool software is Provided by Lansource Technologies and its called Winport. The problem is that Windows 2000 dial up does not release the connection when asked to. If the dialup connection does not connect the first time, it does not reset the connection to allow for further tries. Any advice is appreciated.
