Windows 2000 DNS Problems

I am adding a DC to an existing 2000 Active Directory domain. When using dcpromo I get errors at the end stating that the DC can not be reached. The DNS server is also the other DC, I can add the new server to the domain but,can’t make it a DC. When looking in DNS I have also noticed that there are no SRV entries. Have tried to use the Microsoft tool netdiag /fix but still not resolved. Any help would be appreciated.
