Windows 2000 drive letters

How do you change the drive letters within Windows 2000?
I have recently installed a Plextor cdrw and I wish to call these drives R: (reader) and W:(writer). Within Windows 98 all that was required was a change in the control panel settings, this option appears to be missing from the 2000 control panel. I cannot use the default drive letters as I have partitioned the HDD to use these letters
