Windows 2000 Error/Event

I’m having this problem with Windows 2000 Pro regarding unloading profiles. I get a message in the event viewer in the Application Log:

Windows cannot unload your registry file. If you have a roaming profile, your settings are not replicated. Contact your administrator.

DETAIL – Access is denied. , Build number ((2195)).

The event ID is 1000. I’ve tried the fixes on the MS web site but don’t have the money to pay for the support.

This error causes the OS to hang for 3 or more minutes everytime I log off or shut down. Is my only hope reinstalling and then hoping it doesn’t do it again? Any suggestions. Thanks.
