Windows 2000 FTP Server Login

No problems connecting to the FTP server as administrator. I am also able to connect as my own user account. Every account I have created since my user account cannot seem to connect. They keep getting error 530 not connected. I have made sure to duplicate exactly what I did for my user account and even tried adding those users to the administrators group. On the FTP root folder I have groups and users added as well. Not sure what I am missing?
