Windows 2000 Pro Setup problem

Twice now, I have attempted to repartition and reformat 40 GB hard drives in Pentium III/1 Ghz systems using the Setup CD supplied by the Vendor (Micron and Gateway). Each time I attempt to format after I’ve deleted and re-created the partition, I only get the option to format the partition using the NTFS file system…no option for FAT 32. How do I get it to give me both options?
