Windows 2000 Pro vs IE5x

I have a friend that is new to Windows 2000 Pro, and he can only connect to the internet when he is in the Admin account, but not in Normal User account.

He has Admin rights, but when he tries as Normal-User to connect to the internet
through IE5.5 it will not let him dial-up to connect. Does Power User have that
ability? Does he have to change the rights to IE5.5 it self?
