Windows 2000 Professional/ Power Options

I am running win2kPro, I log into a users computer as the local admin and I go to Start/Settings/Control Panel/Power Options I change the turn off monitor time from 3 minutes to 2 hours. The changes takes effect for the administrator but when I restart the computer and log in as the user the settings are still set to 3 minutes for the user. How can I make the change to be kept when the user log in. Help!!
