Windows 2000 setup error

I am trying to load Windows 2000 to a blank HD that is partioned and formatted. I have created the boot disks from the 2000 cd as instructed. Setup is encountering the following error during the inspection of the hardware configuration.
Disk I/O error: Status=0000100F
NTDETECT Failed.
I have tried changing the Large Disk Access mode in the BIOS. I can install 2000 successfully if I load NT or 95 first and then run the cd. The pc is a HP Kayak XW. It is a SCSI HD. Any suggestions would be greatly appreciated.
