Windows 2000 Startup Not Functioning

I have a laptop running windows 2000 professional. When the network cable is disconnected and I sign on using my domain user ID every including outlook is working on the local cache. The only problem is that the start button does not want to work. Is there a service pack or something that needs to be done to let the start button work?
