Windows 2000 Terminal Services

We would like to run an application via Windows 2000 Terminal Services that uses a USB Web Cam and a USB signature pad connected to the remote client workstation. Initial testing indicates that these devices are not supported. Does anyone have any ideas, experience or suggestions on how to make these devices work with Terminal Services or if it would make any difference if we used serial devices?
