Windows 95

I was letting one of my client children, play on the computer. Before we realized what she, was doing they had deleted the windows. I think she may have done this from the Explore. Now my cd-rom drive does not work, and I cannot get into the computer in safe mode, or my MS-DOS. Is there some way for me to render this or what. I cannot use my restore disk with out the cd-rom working. Thank you for your time.
