Windows 95/98 as a Terminal Server?

Is there any software that will allow a Windows 95/98 machine act as a Terminal Server e.g. allow dumb terminals or other PCs with telnet to login to it or is this capability only available to Windows NT/2000 Server Edition? Which Editions of Windows XP have this capability ?
