Windows 95/98 DHCP agents

Windows 95/98 configured for DHCP addresses will always try to ask the DHCP server for an IP address that has been assigned to them before. In some cases this makes several problems. The question is: Is it possible to tell or configure Windows DHCP agents NOT to ask for address they have had alredy (to ask for a new address every time).
