WINDOWS 95 DOS PROMPT

I have Windows 95. When under the DOS prompt, DOS will recognize my CD drive(E)(my zip is D). But when I’m completely in DOS it says invalid drive. I have the mscdex file,which is suppose to be the DOS driver, but for some reason it is not finding it.
