Windows 95 Start button does not respond

Problem:
After updating a Compaq Pentium II Armada M300 with I.E. 5.5, the Start button does not respond. I can right click on the start button and get to the applications. I have already attempted to reload I.E 5.5 but reloading I.E did not resolve the problem.

Also when trying to change the view options I get an error that states something like “this is restricted contact your administrator”.

What registry key can I look at and what value should it be to re-enable the start button?Thanks
