windows 98

Previously I had Windows 95 on my system and it was appearing full screen.Now I installed Windows 98 and it is not appearing on full screen but is leaving blank space of about 1″ all around immaterial of theresolution selected.Kindly explain to me the reason for the problem and the remedy to get Windows 98 on full screen.
