Windows 98 and SCSI

I’ve been trying to set up Windows 98 to use a SCSI hard drive for a few weeks now and had no luck. The system keeps locking up and making the clicking sound whenever I use the mouse or keyboard as if the buffer is overflowed.

There are no errors in the device manager and none during boot-up. Is this simply an issue with Windows 98 and SCSI or is there something that I might be overlooking?
