windows 98 cannot shutdown at all

when i shutdown windows98,it restarts and a message “windows encounted an error accessing the system registry.Windows will restart and repair the registry for you”. When i click “ok”,the system restarts again.
The system cannot shutdown at all.I have to swicth it off physically if i have to shut it down.I installed windows 98 afresh but did not solve the problem.
Please assist
